The Nowra Bomaderry Structure Plan (NBSP) 2006 identified several new living areas to be released in the Nowra-Bomaderry area over a 25 year period.

These later became Urban Release Areas (URAs) with the commencement of Shoalhaven Local Environmental Plan (LEP) 2014.

The Nowra-Bomaderry URAs are recognised in the Illawarra-Shoalhaven Regional Plan as being regionally significant release areas.

Development Phasing Plan

Phase 1 – Mundamia and Worrigee

  • Planning phase complete.
  • Mundamia DCP adopted by Council on 14 October 2014 and commenced 22 October 2014. Approx. 480 dwellings (NBSP).
  • Worrigee DCP was adopted by Council on 1 March 2016 and commenced 5

Phase 2 – Moss Vale Road South and Moss Vale Road North

  • Moss Vale Road South planning complete. The DCP was adopted by Council on 28 August 2018 and commenced on 26 September 2018. Approx. 950 dwellings (Illawarra Shoalhaven Urban Development Update 2016).
  • Moss Vale Road North planning is currently underway (expected to be completed in the next 12-18 months). Expected 2,500 - 3,000 dwellings.

Phase 3 – Cabbage Tree Lane

  • Land is zoned but no timeframe for planning phase to commence.
  • The timing for Phase 3 depends on a number of factors including land availability, provision of infrastructure and demand for land. It will then need to be included in Council’s Strategic Planning Works Program, adopted at the start of each new financial year.
  • Approx. 2,180 dwellings (NBSP).

Phase 4 – Crams Road

  • Land is zoned but no timeframe for planning phase to commence.
  • The timing for Phase 4 depends on a number of factors including land availability, provision of infrastructure and demand for land. It will then need to be included in Council’s Strategic Planning Works Program, adopted at the start of each new financial year.
  • Final lot yield to be determined following Warrah Road Planning Proposal.

Current Planning Phase – Moss Vale Road North URA

Before land can be released for development, Council must first prepare and finalise a site-specific Development Control Plan (DCP) and Contributions Plan (CP) and ensure satisfactory arrangements have been made for State and Public Utility Infrastructure. This is a requirement under Part 6 of Shoalhaven LEP 2014.

Planning for growth in these areas is important because of the increasing demand in the housing market, changing household trends and an ageing population. As a result, there is a strong desire and need to provide greater housing supply and choice in the market.

Through the detailed planning for Moss Vale Road North URA, Council will encourage a range of lot sizes, housing types and densities to ensure that this new living area meets the changing housing needs of the community.

The draft DCP will set out the desired future character for the new living area, taking advantage of its unique landscapes and views and provide access to open space, tree-lined boulevards and enhanced transport networks, including active transport.

The detailed planning for Moss Vale Road North is expected to be completed within the next 12-18 months.

    Council is seeking community feedback on the potential naming options for the future Urban Release Areas located on both sides of Moss Vale Road between Bomaderry and Cambewarra (currently known as the "Moss Vale Road North" and "Moss Vale Road South").

    Consultation has been undertaken to arrive at two potential naming options.

    Council considered the Review of Planning Controls and Options for Taylors Lane, Cambewarra at the Development and Environment Committee Meeting on 7 September 2021.

    Council resolved (MIN21.619) to:

    1. Receive the review of options for Taylors Lane, as detailed in the report prepared by Studio GL at Attachment 1 for information.
    2. Request that Council staff undertake further investigations into the indicative costs (construction, land acquisition, habitat loss, cultural heritage loss and environmental heritage loss) associated with each option, including identification of a preferred option/s, and receive a Councillor briefing from staff at the appropriate point on this work.
    3. Place the consultant’s report and additional information (point 2 above) on public exhibition for at least 30 days, invite comment on it from local stakeholders and the broader community.
    4. Receive a further future report to consider the outcomes of the public exhibition and decide how to proceed with the review of planning controls associated with Taylors Lane, Cambewarra.
    5. Notify local stakeholders (landowners and developers around Taylors Lane), participants in the stakeholder workshops, development industry representatives and the Cambewarra Residents and Ratepayers Association and Pride of Bomaderry of this decision and of the exhibition arrangements when they are known.

    Council will now undertake further work on the options as outlined in point 2 of the resolution, before exhibiting the review for broader community comment. Further advice of the public exhibition arrangements, and how to submit comments on the review, will be issued in due course.

    Council anticipates that a report on the Proposed Exhibition - Review of Planning Controls and Options for Taylors Lane, Cambewarra, will be considered by Council’s Development and Environment Committee at its Tuesday, 7 September 2021 meeting.

    The Review of Planning Controls and Options for Taylors Lane report presents the outcomes of a review undertaken for Council by consultants Studio GL Pty Ltd The report is published in the 'Document Library' on this web page. The review considers options to retain the trees which are a feature of the current Taylors Lane, following Council’s decision in June 2020 to ‘defer’ a decision on its proposed upgrade as part of the Far North Collector Road project.

    The review also considers the existing zoning and potential planning controls for the adjoining land, including the area within the Moss Vale Road South Urban Release Area (URA) and existing undeveloped zones outside the URA at the eastern end of Taylors Lane.

    You can confirm the date of the meeting by checking the agenda which will be available online from the afternoon of the Thursday proceeding the meeting on Council’s Agendas and Minutes web page.

    Watermain construction works are progressing with a horizontal directional drilling Sub-Contractor completing works from East of Good Dog Creek to Hockeys Lane.

    The horizontal directional drilling Sub-Contractor has encountered some complications with the watermain installation adjacent Good Dog Creek.

    Due to this complication, the Contractor’s works program will be amended to reflect the changes. This includes the installation of traffic management such as a closure of Hockeys Lane and a detour via Rouse Ave. Please refer to attached traffic control/management plans for the works.

    Key timeframes for traffic control/management as follows:

    Works adjacent the corner of Main Rd and Hockeys Lane, Cambewarra:

    • Road closure of Hockeys Ln/Main Intersection – Implement 20th August and leave in place for approximately 1-2weeks.
    • Interconnection works at Hockeys Lane – Pushed back to 31st August pending Shoalhaven Water Operations confirmation.

    Works West of the Cambewarra township on Main Rd, Cambewarra:

    • Traffic Lights to be installed 23rd August for approximately 1 week.
    • Isolate existing DN150 PVC main 20th August approx. 1 week (Confirmed on-site with Shoalhaven Water Operations)
    • Installation of new DN180 main alignment over existing DN150PVC watermain (Confirmed on-site with Shoalhaven Water Operations)
    • Cut in Stop Valve into existing DN150 main 23rd August (Confirmed on-site with Shoalhaven Water Operations)

    Shoalhaven Water Management have accepted a request for the horizontal directional drilling Contractor to complete working duties on weekends, subject to the following:

    1. Works on Sunday cannot commence until after 9am.
    2. No high-level noise activities permitted as defined in the Contract.
    3. All stakeholder communications to be captured/recorded and shared with the Principal.
    4. No works on Private Property during the extended hours without landowner prior written consent.
    5. No works permitted within village itself.
    6. This arrangement is to be reviewed after the first week of implementation and the Principal in their sole discretion may elect to terminate or continue the extended hours.

    On Tuesday 13 July 2021 Council’s Development and Environment Committee considered a report on the planning for the Moss Vale Road North Urban Release Area, where it was resolved that Council (MIN21.447):

    1. Endorse the continued preparation and advancement of a Planning Proposal, draft Development Control Plan, and proposed Development Contributions Framework, including consultation with relevant NSW Government Agencies (NSW Rural Fire Service & NSW Natural Resources Access Regulator).

    2. Delegate authority to the CEO (Director – City Futures) to make necessary changes to the Planning Proposal and draft Development Control Plan to reflect the outcomes of the remaining Agency Consultation and technical studies as they are completed.

    3. Receive a further detailed report on the proposed Development Contributions Framework (list of costed infrastructure and options to secure funding) when prepared.

    4. Publicly exhibit the Planning Proposal and draft Development Control Plan, as amended, for a minimum of 28 days.

    5. Receive a further report on the results of the public exhibition of the Planning Proposal and draft Development Control Plan and the work required to finalise these documents.

    6. Endorse the public exhibition of suburb naming options (Badagarang and Gumbeengang) for a minimum of 28 days and receive a further report on the results of the public exhibition and the work required to settle new suburb arrangements.

    7. Advise affected and adjoining landowners and relevant Community Consultative Bodies of this decision and associated public exhibitions).

    Commencement of Amendments to Shoalhaven LEP 2014, Shoalhaven DCP 2014 and Contributions Plan 2019 – PP054 Riparian Land at Taylors Lane, Cambewarra

    Council considered the exhibition outcomes of Planning Proposal PP054 at the Development and Environment Committee meeting on Tuesday, 1 June 2021. Council resolved to finalise the LEP Amendment and supporting amendments to the Development Control Plan and Contributions Plan. A copy of the resolution is available on Council's Agendas and Minutes web page.

    The amendment to Shoalhaven LEP 2014 was notified on the NSW Legislation Website on Friday, 16 July 2021. The amendment rezones part of a riparian corridor on Lot 1 DP 949932 Taylors Lane, Cambewarra, from Zone E2 Environmental Conservation to Zone R1 General Residential to enable residential development. It also:

    • reclassifies a watercourse on the riparian lands and watercourses map
    • reduces minimum lot size on the rezoned land to enable subdivision from 500sqm generally and from 300sqm in certain locations
    • includes the rezoned land within the Moss Vale Road South urban release area boundary.

    The supporting amendments to Shoalhaven Development Control Plan (DCP) 2014 Chapter NB3: Moss Vale Road South URA and Shoalhaven Contributions Plan (CP) 2019 also commenced on Friday, 16 July 2021. The amendments to the DCP and CP include the rezoned land in the Moss Vale Road South indicative layout plan, staging plan and catchment area for roads, drainage and passive recreation projects at Moss Vale Road South URA.

    Amendment No. 39 to Shoalhaven Local Environmental Plan (LEP) 2014 was notified on the NSW Legislation website on Friday 19 March 2021.

    The amendment affects land within the Moss Vale Road South Urban Release Area (URA) and provides greater flexibility in where ‘small lots’ (being lots generally in the range of 300sqm to 500sqm in size) can be provided under Clause 4.1H of Shoalhaven LEP 2014. The amended clause and maps can be found in Shoalhaven Local Environment Plan 2014.

    A consequential Development Control Plan amendment to Chapter NB3 Moss Vale Road South URA also came into effect on 9 December 2020. The amendment deleted the requirement for small lots to adjoin land reserved for public open space (either directly or separated by a road) or be located along a tree-lined boulevard. The Chapter is available in Shoalhaven Development Control Plan 2014.

    A Gateway determination for the Moss Vale Road North Urban Release Area (URA) Planning Proposal (PP) was received from the Department of Planning, Industry and Environment (DPIE) on 21 December 2020.

    A copy of the Gateway determination, PP and supporting documents are available on DPIE’s Local Environmental Plan (LEP) Tracking website.

    The Gateway determination authorises Council to proceed with the PP subject to conditions, including undertaking consultation with a number of State government agencies and organisations.

    Council are also progressing the draft Development Control Plan (DCP) and infrastructure contributions plans for the release area. Once these plans are drafted, they will be reported to Council for consideration prior to the formal public exhibition period. It is intended for the PP, DCP and contributions framework to be exhibited as a package later in the year.
