VISION: To deliver the Shoalhaven an integrated community and recreational precinct to meet the needs of the region, operating on a commercially viable and sustainable basis seven days a week.

What we aim to deliver:

The Shoalhaven Community and Recreation Precinct Master Plan, adopted by Council on 20 December 2016, aims to provide open space and community facilities in one location. This includes a community pavilion support services that have the potential to provide aquatic, medical, physiotherapy, rehabilitation health, wellness and fitness services.

This is a long term Plan for the next 40 years and is intended to meet the

This is a long term Plan for the next 40 years and is intended to meet the needs of a growing community now and into the future The project enhances the potential for the Nowra Bomaderry Structure Plan (2008) to come to fruition.

The objectives of the Precinct are to:

  • Deliver a precinct which meets today’s local and regional community needs and growing demands
  • Develop facilities and services which support elite level sports as well as community needs, particularly those of the immediate local area, including but not limited to crime, unemployment, health, literacy and numeracy
  • Provide a safe community meeting place and quality sports facilities in one location (one-stop-shop) reducing demand elsewhere
  • Deliver specific community services which integrates with sporting groups to deliver health, fitness, education, rehabilitation and wellbeing services
  • Rationalise under-performing assets delivering a viable and appreciating asset
  • Provide an effective and sustainable facility, which operates on a commercially viable platform.

  • Project Update - Basketball Stadium Refurbishment

    Development consent for the refurbishment of the Bomaderry Basketball Stadium was received on 19 May 2023.

    Receipt of construction certificate approval is anticipated by December 2023.

  • Shoalhaven Indoor Sports Centre (SISC) Extension

    Shoalhaven City Council is inviting community members to provide feedback on the concept design for the Shoalhaven Indoor Sports Centre Extension (this was previously referred to as the redesign of the original Bomaderry Basketball Stadium). Council aims to provide the community with a multiuse facility that will cater to a range of sports well into the future.

    The design is based on community consultation undertaken throughout August 2021. The concept design was informed by feedback and information gathered from groups and individual with a variety of interests and from thorough discussions with a diverse range of stakeholders.

  • $8 Million Funding Secured for a Brand-new Artie Smith Oval

    Shoalhaven City Council has secured $8 million to upgrade Artie Smith Oval in Bomaderry thanks to Stage 1 of the Bushfire Local Economic Recovery Fund, co-funded by the Australian and NSW governments. The upgrade is part of Shoalhaven Community and Recreation Precinct (SCaRP) project in Bomaderry.

    Council has allocated funding towards the delivery of this aspect of the project and to progress the planning and investigations for future stages of the broader SCaRP precinct.

    Council has been working with the user groups and state sporting bodies to develop the plans for this great facility.

    Council expects plans will go out to tender in late August with works to get underway late 2021. The project is expected to be completed by first half of 2023.

    The new Artie Smith Oval will provide a state-level standard facility:

    • New AFL/Cricket with 5 turf pitches, lighting, irrigation drainage, picket fencing electronic scoreboard, sight screens, and spectator seating/mounding
    • AFL/Cricket Clubhouse and amenities
    • Cricket Practice facility (4 X Synthetic pitches, 4 X turf pitches, storage shed)
    • Four croquet courts
    • Croquet clubhouse and amenities
    • Onsite car parking
    • Open space embellishments (pathways, landscaping, furniture, etc.)
    • Perimeter security fencing

  • Council Resolution - SCaRP Northern Section

    At the Strategy and Assets Committee Meeting on 20 July 2021 it was resolved that Council:

    1. Accept the update on the Shoalhaven Community and Recreation Precinct (SCaRP) Project for information.
    2. Endorse the progression to tender for the detail design and staging plan of the Northern Section of SCaRP in line with the endorsed Master Plan (attached) including:

    - Pavilion - Community Hub, 50 Metre indoor pool, learn to swim pool, water play pool features, gym and fitness facilities
    - Synthetic Athletics Track
    - Rugby League Fields
    - Associated infrastructure (carparks, pathways and landscaping)

  • Redesign of the Original Bomaderry Basketball Stadium

    Council is working with design architects, Conybeare International Pty Ltd (CM+) and community to redesign the original Bomaderry Basketball Stadium located on Cambewarra Road.

    The redesign will be based on previous investigations created in 2019 by Edmiston Jones and take into consideration community feedback gathered through a community survey open from today, and from the project Working Group.

    The stadium will be designed in line with the neighbouring Shoalhaven Indoor Sports Centre (SISC) which forms part of the greater Shoalhaven Community and Recreation Precinct (SCaRP).

    The design architects will deliver detail design documentation, and once finalised, Council will exhibit the designs for public comment through the Development Application (DA) approval process.

  • Upgrades to Artie Smith Oval - Southern Section of SCaRP

    Shoalhaven City Council has finalised the development application ready designs for the Southern Section of the Shoalhaven Community and Recreation Precinct (SCaRP). This follows Council's endorsement of the plans in January 2020.

    The extent of the upgrade work on the Southern Section (Artie Smith Oval) constitutes the southern portion of the recently master-planned Shoalhaven Community and Recreation Precinct and adjoins the Shoalhaven Indoor Sports Centre.

    Interested community members are encouraged to view the plans in the Artie Smith Oval Upgrade – DA Ready Design Report.

    The development of the SCaRP project is to provide a multipurpose community facility which is efficient and sustainable to meet today’s local and regional community needs with spaces to deliver health, fitness, education and wellbeing services. It will boost sporting activities in the area including hosting events, such as the Koori Knockout October 2021, which is a national rugby league sporting event. This facility will provide a space for local, state and national sporting communities and will bring much-needed tourism dollars to the area and assist in the recovery from the recent bushfires.

    In recent months the following project milestones have been achieved:

    The first stage of the SCaRP project has already been completed with the official opening of the Shoalhaven Indoor Sports Centre (SISC) on 15 November 2019. Since the opening of the SISC it has been very successful hosting many sporting activities and receiving positive feedback as a well-appointed facility that can host sporting events at a National level. The facility is a public space and can accommodate indoor sports such as basketball, netball, futsal, badminton, cricket, facilities for conferences and meetings and a successful café that can cater for individuals and groups.

    20 December 2018

    A status update regarding stage one and two of the Shoalhaven Community and Recreation Precinct (SCaRP) was provided to Council at the Ordinary Meeting on 18 December 2018.

    The report sought to:
    • Update Council on Stage 1 detail design Artie Smith Oval
    • Reactivate and recommence Stage 2 of Shoalhaven Community and Recreation Precinct (SCaRP)
    • Modify the master plan including the location of the athletics track and revise the pavilion to include a 50-metre indoor pool
    • Develop a cost benefit analysis and business case for the whole of the SCaRP project, and the existing Bomaderry Basketball Stadium
    • Undertake further investigation of the exiting Bomaderry Basketball Stadium regarding potential uses and works required to undertake those uses

    It was resolved that Council:

    1. Receive the status update report on Stage 1 – detailed design for Artie Smith Oval for information.
    2. Reactivate Stage 2 of Shoalhaven Community and Recreation Precinct, noting the inclusion of the athletics track and an amended concept plan for the pavilion to include a 50-metre indoor pool.
    3. Allocate a budget of $30,000 to undertake further investigation and consultation regarding possible uses and works required of the existing Bomaderry Basketball Stadium.
    4. Allocate a budget of $150,000 from the forward design budget to amend the master plan and develop a preliminary Quantity Survey, cost benefit analysis and business case for the whole of Shoalhaven Community and Recreation Precinct prior to proceeding with detail design.
    5. Identify the $180,000 funding requirements for Recommendations 3 & 4 above in future quarterly reviews of the 2018/19 budget.
    6. That the location of the athletics track be subject to consultation with surrounding neighbours.

    MM18.9 Mayoral Minute - Shoalhaven Community & Recreation Precinct (SCaRP), Cambewarra Road, Bomaderry

    Recommendation

    That:

    1. Council support the Rescission Motion and put the SCaRP Masterplan on hold.

    2. Council immediately engage with the Athletics Club to investigate an alternate site for a new facility with a commitment to fund works and seek grant funds in the short term. Funding of up to $300,000 be provided in the 2018/19 budget for project scoping, consultation, and design work with a view to delivering a plan that will be construction ready by 2020.

    3. Council support Bomaderry Aquatic Centre in its present form and should any major failure occur Council consider the options for service at that time.

    4. Council advise the Croquet Club it may remain in its current location and to proceed with its expansion plan.

    5. Council advise all other Sports Associations and Stakeholders of this decision.

    6. A review of the Masterplan design to provide for a new 50m outdoor pool be deferred until 2020/2021 to allow staff to concentrate on the current works plan and priorities which now includes an athletics facility.

    That:

    1. Council support the Rescission Motion and put the SCaRP Masterplan on hold.

    2. With respect to the Athletics Facility, Council:

    a. Immediately engage with the Athletics Club to investigate an alternate site for a new facility with a commitment to fund works and seek grant funds in the short term.

    b. Provide funding of up to $300,000 in the 2018/19 budget for project scoping, consultation, and design work with a view to delivering a plan that will be construction ready by 2020.

    c. Immediately apply as is practical, for sporting grants for the construction of the facility

    3. Council commit to maintaining the Bomaderry Aquatic Centre in its present form

    4. With respect to the Croquet Club:

    a. Council advise the Croquet Club it may remain in its current location and to proceed with its expansion plan; and

    b. A report be submitted back to Council on funding options for the croquet facility

    5. Council advise all other Sports Associations and Stakeholders of this decision.

    6. A review of the Masterplan Design commence to provide for a new 50m outdoor pool and swimming complex as part of the current works plan for SCaRP and priorities which now include an athletics facility.

  • The Future - Recreational Water Areas

    Play, Recover, Learn to Swim, Enjoy, Relax

    The Recreational Water Area proposal includes adding a 50-metre x 8 lane indoor pool increasing lane space, a learn to swim pool, a children’s/beach entry pool and therapy pool with inclusive access which are included in the community pavilion which forms part of the new development.

    Plans include:

    Learn to Swim Pool - Dedicated learn to swim pool, keeping lanes free from the main 50-metre.


    Play Areas - Children's Beach area and pool entry




    Therapy Pool - For gentle exercises, therapy, to soothe sore or inflamed muscles and joints, rehabilitate injured limbs, aids various physical injury treatments and promote relaxation.
