Local Strategic Planning Statement

Council is developing a Local Strategic Planning Statement - a new strategic land-use policy document setting out how Council will meet the community’s needs over the next 20 years. This Statement will explain the basis for strategic planning with regards to economic, social and environmental matters. It covers how Council anticipates Shoalhaven City will change and the infrastructure and services required by the community. This means the Statement will address a broad range of matters such as:

  • Housing supply, diversity and affordability
  • Employment and economic growth
  • Environmental protection
  • Preserving the character of towns and villages, and
  • Infrastructure and service provision.


Background

In March 2018, the NSW Government made changes to the planning legislation which require Council to prepare a Local Strategic Planning Statement.

This Statement is a new strategic land-use policy document setting out how Council will meet the community’s needs over the next 20 years. The Statement will be forward looking, provide a vision for the future Shoalhaven, and explain the basis for strategic planning with regards to economic, social and environmental matters. It covers how Council anticipates the City will change and the infrastructure and services required to meet the community’s needs.

The Statement will identify land-use Planning Priorities for the City and the Actions required to achieve them. The priorities and actions will address matters such as:

  • housing supply, diversity and affordability
  • employment and economic growth
  • environmental protection
  • preserving the character of towns and villages, and
  • infrastructure and service provision.

The Statement also sets out how Council will monitor the implementation of the Actions.

The Local Strategic Planning Statement will direct future changes to Council’s planning and development controls. It will also inform other planning tools, such as the Contributions Plan, to ensure facilities and services are provided to meet the community’s needs.

The NSW Government will also use the Statement to update its Regional Plan for the Illawarra-Shoalhaven Region and help inform its infrastructure planning and service delivery for schools, hospitals and transport.

    Council has started work on the Local Strategic Planning Statement. The project team is identifying a preliminary list of Planning Priorities by going through existing studies, strategies and policies and identifying local issues for consideration. This exercise will also identify any new or updated documents Council needs to prepare. The feedback given to Council during exhibition of the Growth Management Strategy Discussion Paper and draft Character Statements for Shoalhaven’s towns and villages will also be used.

    Once a list of preliminary Planning Priorities have been identified, they will be tested with the community over the next 12 months....
