Local Strategic Planning Statement - Shoalhaven 2040
We have prepared a new strategic land-use planning document, known as a Local Strategic Planning Statement. Shoalhaven 2040 – Our Strategic Land-use Planning Statement (Shoalhaven 2040), identifies the land-use planning and related work Council needs to do to identify and meet the communities’ needs over the next 20-years.
To do this, Shoalhaven 2040 anticipates how the City might change and outlines the work required to manage development and the delivery of necessary infrastructure and services. This means it addresses a broad range of topics such as:

- Job creation, economic growth, and strengthening commercial centres

- Enhancing our heritage, landscapes and the character of our towns villages, and neighbourhoods.
Background
Shoalhaven 2040 establishes a Vision to provide long-term direction for our future work. It summarises the City’s opportunities and challenges, identifies Planning Priorities, confirms Policy Statements on key planning matters, and sets Actions to deliver the Planning Priorities. The document also sets out how we will work with a range of other organisations to achieve identified outcomes.
Shoalhaven 2040 works by directing changes to planning and development controls. It also informs other planning tools, such as the Contributions Plan, to ensure facilities and services are provided to meet community need. Where there is currently an information gap, Shoalhaven 2040 identifies the work required to inform future planning decisions.
Shoalhaven 2040 is our first Local Strategic Planning Statement - it provides a starting point, not a finished document. It brings together and builds on Council’s existing plans, studies, strategies to provide a record of our current land-use planning work and the work we need to do to plan the next 20-years. This version has a seven-year time-frame and sets out the necessary work for the 2020 to 2027 period.

A revised version of Shoalhaven 2040 was considered by Council at its 29 September Extra Ordinary Meeting. Council resolved to adopt and finalise the revised version of the document for submission to the NSW Department of Planning Industry and Environment. A copy of the Council Report and Minutes can be viewed on Council’s website.
The final version of Shoalhaven 2040 has now been uploaded to the NSW Planning Portal for publication, in line with this decision. See the final version in the documents section of this page.

You can confirm the Council meeting arrangements by checking the online agenda which will be available from 29 September 2020. The meeting can be viewed online on Council’s website.
Note: The meeting will be held in the Council Chambers at Council’s Administration Building but due to Covid-19 physical distancing requirements, the Chambers are closed to the public.
Should you wish to make a deputation on Shoalhaven 2040, please submit an application using the on-line application form or contact Council’s Governance Unit on (02) 4429 3111. Prior to making a request, you should review the report and the recommendations as you will need to advise whether you are making a deputation for or against the report recommendations.
As the meeting will be held electronically, deputations will need to be submitted as a video (maximum three minutes) and sent to Allgovernance@shoalhaven.nsw.gov.au before 3pm on the day of the meeting. Alternatively, please email a written submission to Allgovernance@shoalhaven.nsw.gov.au which will be provided to the Councillors.

Council were presented with an Exhibition Report (link - 1MB pdf) summarising the community's response to the public exhibition.
Council resolved to defer its consideration of the Exhibition Report and finalisation of Shoalhaven 2040 until an Extra Ordinary Meeting on Tuesday 29 September 2020. This is to allow a revised version of Shoalhaven 2040 to be prepared for its consideration.

Share on Facebook Share on Twitter Share on Linkedin Email this linkWe publicly exhibited a draft of Shoalhaven 2040 – Our Local Strategic Planning Statement between 1-31 July 2020. We received 264 submissions in response.
We’ve summarised these submissions and recorded them in an Exhibition Report. The structure of this Report aligns with the structure of Shoalhaven 2040. It provides a review and analysis of the matters raised in the submissions and recommends whether a change is required to the exhibited draft of Shoalhaven 2040. Where a change is recommended, the report outlines the changes.
The Exhibition Report is scheduled to be presented for Council’s consideration at the 22 September 2020 Ordinary Meeting (starting at 5pm). You can confirm the Council meeting arrangements by checking the online agenda which will be available online from 17 September 2020. The meeting can be viewed online on Council’s website.

We’re encouraging continued community participation in the development of Shoalhaven 2040, and will be publicly exhibiting a draft document between Wednesday 1 July and Friday 31 July 2020. You are invited to provide feedback on the draft document published in the Document Library on this page.
We’ve prepared a range of fact sheets, published in the Document Library providing information about the document, selected land-use planning matters, and the ways you can provide feedback. We’re intending to provide several recorded presentations throughout the exhibition. These will provide an outline of Shoalhaven 2040, how it will work, and a summary of the document’s main themes:
- Managing growth
- Great places
- Growing the economy
- Protecting and adapting to the environment
- Celebrating culture and heritage

Local Strategic Planning Statement - Survey Results
Share on Facebook Share on Twitter Share on Linkedin Email this linkIn February and March 2020, you were invited to complete an online survey to inform the development of Council's the first Local Strategic Planning Statement for Shoalhaven.
The survey tested some proposed content for the Local Strategic Planning Statement to check we had captured and were responding to the Shoalhaven’s communities’ land-use planning needs.
We sought community feedback on:
• A draft Vision Statement • Policy Statements
• Sixteen Planning Priorities
• A selection of possible Actions • Preferred options for ongoing community participation.
Responses to the survey were positive, with 102 survey forms completed.

We aim to seek feedback on a draft Local Strategic Planning Statement, known as Shoalhaven 2040, later this year. However, we've identified an early opportunity for Shoalhaven’s communities to participate in the development of this document. We are undertaking a community survey. Your input will help us confirm and prioritise the planning issues important to you and identify any others we may have missed.
The draft Shoalhaven 2040 must provide a Vision for Shoalhaven, summarise the area’s opportunities and challenges, identify Planning Priorities, and set Actions to deliver these priorities. It is these areas of the document we would like your feedback on. This survey remains open from 3 February until midnight Sunday 15 March 2020.

Council has started work on the Local Strategic Planning Statement. The project team is identifying a preliminary list of Planning Priorities by going through existing studies, strategies and policies and identifying local issues for consideration. This exercise will also identify any new or updated documents Council needs to prepare. The feedback given to Council during exhibition of the Growth Management Strategy Discussion Paper and draft Character Statements for Shoalhaven’s towns and villages will also be used.
Once a list of preliminary Planning Priorities have been identified, they will be tested with the community over the next 12 months. This will include various community consultation exercises and the public exhibition of a draft Statement.
