Managing Growth in Milton, Ulladulla and Surrounds

Shoalhaven City Council is revisiting its long-term land use planning for Milton, Ulladulla and Surrounds. This work will inform Council’s response to manage population growth, the delivery of new transport infrastructure, and the demand for new and different types of homes. It will also examine the infrastructure, jobs, shops and services required to support the future community.

Council’s previous work was completed in 1996 and set actions for the following 25-30 years. Many of the identified actions are complete and Council is now renewing the long-term land use planning for the next 25-30 years.

Background

Council’s previous planning work for Milton, Ulladulla and surrounding areas was completed in 1996 with the publication of the Milton-Ulladulla Structure Plan. This Plan set actions for the next 25-30 years for the suburbs of Burrill Lake, Dolphin Point, Kings Point, Milton, Mollymook, Mollymook Beach, Narrawallee and Ulladulla.

Many of the actions are complete. New urban areas have been created, homes delivered, and planning controls changed to encourage economic investment in and around town and village centres.

The update of Council’s long-term land use planning for Milton, Ulladulla and surrounding areas originally formed part of the scope of Council’s broader work to manage growth across Shoalhaven, through the development of the City-wide Growth Management Strategy. However, in August 2020, elected Council increased the priority of this project in response to concerns around a shortfall in the supply of residential land in Milton, Ulladulla and surrounding areas.

In addition, the NSW Government is advancing its planning of the Milton-Ulladulla Bypass - a significant piece of transport infrastructure providing new connections and changing the way traffic will move. Find out more on the Transport for NSW website.

Council is now renewing the long-term land use planning for the next 25-30 years. This work will identify options to manage future growth in a sustainable way while respecting community values. This work, amongst other things, will:

  • identify the number and type of homes required by the community and scenarios to deliver them
  • confirm the employment land, shops, services, and infrastructure needed to support the future community
  • examine the opportunities presented by the proposed Milton-Ulladulla Bypass and the strategic crossings and connections required to facilitate development.

This work will be overseen by Council’s Strategic Planning Working Party, a group chaired by Clr White and comprising of Councillors and the CEO. Reports and information on the work will be presented for elected Council’s consideration at its public meetings.

  • Summary of Submissions and Survey Responses

    Council has published the Summary of Submissions and Survey Responses received during the exhibition of the Preliminary Growth Scenario and Key Sites.

    In 2022/2023, Council exhibited a Preliminary Growth Scenario of potential sites and opportunities for residential growth. The Scenario contained a series of maps and fact sheets setting out the growth challenge and identifying potential growth options. Three Key Sites were also exhibited for community feedback. The planning controls for these Key Sites are being reviewed as they were deferred from previous planning exercises.

    124 submissions were received. These included submissions from the Community Consultative Bodies "Milton 2538" and the "Red Head Villages Association", the development industry, and several NSW Government Agencies. 230 surveys were completed. 18 alternative proposals were also received. These included landowner nominated outcomes for residential and rural-residential development and alternative growth options.

    The feedback has been summarised and sorted into categories covering a range of matters including each of the potential growth options and Key Sites. Other categories include, for example, Milton's character and values, infrastructure and servicing, and dwelling demand and supply.

    Council will consider this feedback as it continues its long-term land use planning work, including the preparation of a City-wide Housing Strategy.

    Council considered its land use planning priorities and associated work program at its 28 August 2023 Ordinary Meeting. Council resolved to prepare a new land use planning scheme for Shoalhaven. The new scheme will focus on:

    • Managing the contribution development makes to local or neighbourhood character
    • Improving the supply of affordable rental or community housing and the affordability of housing
    • Managing short-term rental accommodation
    • Updating the local infrastructure contributions framework.

    The scheme also contains a series of new City-wide land use planning strategies. The first of which will address the community's housing needs.

    Opportunities to incorporate existing work into the new scheme were identified, including the current work on managing growth in Milton, Ulladulla, and surrounds. The exhibited documents and the community feedback will be used to inform the preparation of a City-wide Housing Strategy. A benefit of this approach is the consideration of potential growth options across the City instead of focusing on Milton, Ulladulla, and surrounds. This was a key theme from the feedback received on the exhibited Preliminary Growth Scenario and Key Sites.

    A report presenting a summary of the feedback received on the exhibited Preliminary Growth Scenario and Key Sites will be published in the coming weeks.

    The public exhibition of the Preliminary Growth Scenario and the opportunity to provide feedback on it closed on 20 January 2023.

    Thank you to all those who provided feedback; it is valued and appreciated. Council officers are now reviewing all feedback received with the aim of publishing a report presenting the feedback before the middle of the year. The review and response to the feedback will be provided in a later document.

    To support the exhibition of the Preliminary Growth Scenario, three community ‘drop-in’ information sessions have been arranged. Two will take place at the Ulladulla Civic Centre and a third will take place at the CWA Hall, Milton.

    The sessions are informal and are without a formal presentation. The sessions provide an opportunity for you to view the Preliminary Growth Scenario maps and supporting documents. Council staff will be available to help navigate the documents and answer any questions.

    Work is progressing on our long-term land use planning for Milton, Ulladulla, and surrounds.

    On 12 September 2022, Council endorsed the public exhibition of a Preliminary Growth Scenario identifying potential sites and opportunities to accommodate future residential growth in the Milton-Ulladulla area. You can access the report presented to Council at its Ordinary Meeting on 12 September 2022 on the Agendas and Minutes web page.

    Council staff are preparing the exhibition material and arranging community consultation activities. The exhibition material includes the Growth Scenario (maps) and a set of fact sheets providing background information. Consultation activities will include drop-in information sessions in Milton and Ulladulla and an online presentation about the project.

    The anticipated start of the community consultation is Monday, 17 October 2022.

    Work is progressing on our long-term land use planning for the Milton-Ulladulla area.

    Council is due to consider a report on this work at its Ordinary Meeting on Monday 12 September 2022. This report will seek Council’s endorsement to continue to engage with Shoalhaven’s communities on potential opportunities to accommodate future residential growth in the Milton-Ulladulla area.

    The meeting is scheduled to start at 5:30 pm and will be held in the Council Chambers at Council’s Administration Building, Nowra. Members of the public are welcome to attend or can watch live streamed on Council's website.

    In August-September 2021, Council invited the community to participate in an online survey to assist with our review of the Milton Ulladulla Structure Plan (MUSP).

    The purpose of the survey was to gain an understanding of housing demand and preferences within the MUSP Study Area to help us better understand how people live now, and also how and where they would like to be living in the future.

    We have reviewed all of the community feedback received during the survey and collated this into a Feedback Summary Report. This feedback is being used to help inform the update of the MUSP to help us determine where and how growth should occur within the Study Area over the next 25-30 years. Please view the Feedback Summary Report published in the 'Document Library' on this webpage.
