Shoalhaven City Council is revisiting its long-term land use planning for Milton, Ulladulla and Surrounds. This work will inform Council’s response to manage population growth, the delivery of new transport infrastructure, and the demand for new and different types of homes. It will also examine the infrastructure, jobs, shops and services required to support the future community.

Council’s previous work was completed in 1996 and set actions for the following 25-30 years. Many of the identified actions are complete and Council is now renewing the long-term land use planning for the next 25-30 years.

Background

Council’s previous planning work for Milton, Ulladulla and surrounding areas was completed in 1996 with the publication of the Milton-Ulladulla Structure Plan. This Plan set actions for the next 25-30 years for the suburbs of Burrill Lake, Dolphin Point, Kings Point, Milton, Mollymook, Mollymook Beach, Narrawallee and Ulladulla.

Many of the actions are complete. New urban areas have been created, homes delivered, and planning controls changed to encourage economic investment in and around town and village centres.

The update of Council’s long-term land use planning for Milton, Ulladulla and surrounding areas originally formed part of the scope of Council’s broader work to manage growth across Shoalhaven, through the development of the City-wide Growth Management Strategy. However, in August 2020, elected Council increased the priority of this project in response to concerns around a shortfall in the supply of residential land in Milton, Ulladulla and surrounding areas.

In addition, the NSW Government is advancing its planning of the Milton-Ulladulla Bypass - a significant piece of transport infrastructure providing new connections and changing the way traffic will move. Find out more on the Transport for NSW website.

Council is now renewing the long-term land use planning for the next 25-30 years. This work will identify options to manage future growth in a sustainable way while respecting community values. This work, amongst other things, will:

  • identify the number and type of homes required by the community and scenarios to deliver them
  • confirm the employment land, shops, services, and infrastructure needed to support the future community
  • examine the opportunities presented by the proposed Milton-Ulladulla Bypass and the strategic crossings and connections required to facilitate development.

This work will be overseen by Council’s Strategic Planning Working Party, a group chaired by Clr White and comprising of Councillors and the CEO. Reports and information on the work will be presented for elected Council’s consideration at its public meetings.

    The communities in Milton, Ulladulla and surrounding areas are growing and changing. These changes create a demand for more new homes and for different types of homes. We need to manage this demand to avoid a housing shortage and help address rising house prices. We also need to make sure the right type of homes are built to suit the needs of different households. Council is planning to meet this challenge.

    Your ideas on what the community values, the way land is used, how and where development should occur, and experiences with housing availability, suitability, and affordability are important. Council values your ideas and would like to hear your thoughts.

    There will be more opportunities for community participation in this work beyond this survey. We haven’t yet settled on what those opportunities will look like, but will provide updates when we do. This survey will help Council determine what those methods are, as well as what ideas and concepts need to be investigated further in subsequent consultations.

    The communities in Milton, Ulladulla and surrounding areas are growing - 3,900 more people or nearly 2,000 extra households are expected to want to live in the area by 2051. The make-up, or diversity, of the population is also expected to change as new households are formed by young people leaving the family home, existing households getting larger or smaller, and people choosing to move within the area to maintain connections to family, friends, and services.

    These changes create a demand for more new homes and for different types of homes. We need to manage this demand to avoid a housing shortage and help address rising house prices. We also need to make sure the right type of homes are built to suit the needs of different households. Council is planning to meet this challenge.

    Community feedback on Council’s other work highlights what people value about Milton, Ulladulla and surrounding areas, including the scenic and landscape qualities associated with the coast, natural areas and rural land, the character of towns, villages and neighborhoods, and associated lifestyles. Our planning needs to take these values into account when we think about where new housing might be built, including in existing or new areas.
