The Bawley Point, Kioloa and Termeil Community Association (BPKTCA) is developing a proposal for a recreation hub/skatepark. Shoalhaven City Council is undertaking consultation to determine the level of community support for the proposal.

Background

BPKTCA has brought an initial proposal to Council for the development of a recreation hub/skatepark in the Kioloa/Bawley Point area. Council is assisting the BPKTCA in undertaking community consultation in regard to this proposal.

A vote was undertaken at a BPKTCA meeting on 28 February 2021 to establish the preferred location of the skatepark. Council's engagement process is independent of the consultation undertaken by BPKTCA. Therefore, the results of the BPKTCA vote will not be taking into account during Council's process.

Project Vision

The proposal for a recreation hub/skatepark remains a BPKTCA project. Council does not currently have a budget to undertake the development of the proposed infrastructure. The aim of Council's consultation is to assist BPKTCA to develop their proposal in line with community aspirations.

The BPKTCA's vision for the recreation hub/skatepark is:

  • A children's playground upgrade to suit all ages and abilities - a vibrant, inclusive space where children of all ages can not only be curious, active and engaged, but play safely on the available equipment.
  • A quality skatepark to be designed to fit within the natural surrounds where older children can skate, scooter or bike ride.
  • A bike pump track around the outside of the hub.
  • A designated calisthenics area for adults to exercise due to it being a 30 minute drive to any gym.
  • Comfortable seating and picnic areas designated near the playground/ skatepark, and separate seating and picnic tables specifically designed to take in the natural surrounds of the area.

BPKTCA hopes the space will be as natural as possible and not impede on the natural beauty of the area. They also hope to use timber, rock, and organic matter as much as possible with native plants to be incorporated into the design. The BPKTCA aims to engage local artists and craftspeople to help create a visually appealing space where locals and visitors alike want to visit to feel inspired and connected.

Council may determine that some, all, or none of these elements are supported.

Consultation

The consultation aims to gauge the level of community support for a recreation hub and skatepark. If there is strong community support for a skatepark, Council will investigate feasible locations and further consultation will be undertaken to determine the preferred location. If there is strong support for a recreation hub, further consultation will be undertaken to determine the location and preferred components of the hub.

The purpose of consulting the community is to inform Councillors and Council staff of the level of community support for the proposal. The result of the consultation will also be reported back to BPKTCA to inform their project.

    At Council's Ordinary Meeting on 26 April 2022, it was resolved that Council:

    1. Propose to take no further action at this time, as there is not a clear majority of support for a skate park in Bawley Point/Kioloa.

    2. Encourages Bawley Point, Kioloa, Termeil Community Association (BPKTCA) to investigate grant opportunities, in liaison with Council Staff, to undertake a Community-Led Strategic Plan and Master Plan that, in consultation with Council staff, may identify the inclusion of a Recreation Hub (including options for a skate park) into the Community.

    3. Council staff report back to Council as those investigations proceed including the potential for Council to contribute to the development of the Strategic Plan.

    4. Subject to necessary funding being approved in the (draft) 2022/23 budget, proceed with upgrades to existing playground infrastructure at Bawley Point Reserve and Kioloa Sportsground as part of Council’s ongoing asset replacement plan.

    The project team are preparing a report on the results of the community consultation for the Bawley Point / Kioloa Skate Park and Recreation Hub. It is anticipated the report will be presented to Council at an Ordinary Meeting in April 2022.

    Council will consider the report and determine the way forward for this project.

    A further update will be provide once the meeting date has been confirmed.

    Thank you to the many community members who participated in the recent community consultation on the Kioloa/Bawley Point Recreation Hub/Skatepark Proposal. The time our community took to fill in the survey and provide feedback has been very much appreciated and will assist Council in determining the way forward.

    Council staff are currently assessing and evaluating the consultation results. The results will be included in a report to Council, for the consideration of Councillors at a meeting of Council.

    Due to the Local Government election on Saturday 4 December 2021, Council will commence a "caretaker" period from 5 November 2021. There will be no Council meetings during this time. Therefore, the report will be delivered to the new Council early next year.

    A further update with the date of the Council meeting will be provided once the 2022 meeting schedule has been established.
