Crown Reserves Management
Crown Reserves, where Council is the designated Crown Land Manager, are managed similarly to public land under the Local Government Act 1993. This means that Council is responsible for the upkeep, development, and regulation of these lands, ensuring they serve the community’s needs effectively.
Land Categorisation and Reserve Purpose
All Crown Land classified as “Community” land under the Local Government Act, must be categorised based on its designated Reserve Purpose. This categorisation guides how the land will be used and developed, in line with community needs and environmental sustainability. Plans of Management must be adopted for all Council-owned and managed land.
What are Plans of Management?
Plans of Management are required by legislation to enforce what developments and usages are permissible according to a land’s categorisation. These plans also outline specific objectives and performance targets and guide the provision of lease and licence agreements. They promote active land management and use, which includes issuing tenures over the land for various purposes such as events, markets, or recreational activities.
Current Initiatives
The Council is currently in the process of drafting Plans of Management for the Crown Reserves under its management. These plans will provide a structured approach to managing these lands, ensuring they are used in a way that maximises community benefit while preserving their natural and cultural values.

Milton Show 2023 linkConstruction work to improve internal roads at the Milton Showground will be paused so the 2023 Milton Show can go ahead as planned.
Shoalhaven City Council is working with the Milton Show Society and Milton Showground Management Committee to ensure this year’s show runs as smoothly as possible.
Council staff are working to have the showground cleaned up and ready for show day. There will, be something for everyone. The pavilions will showcase our community’s creativity and animal judging where exhibitors display years of breeding and animal husbandry.
Conditions at the showground will be slightly different to previous years. We are asking people to bear with us as we work to prepare the showground for this year’s show and be mindful of the changed conditions when visiting the showground.
The Milton Show Society will manage parking as per previous years. Disabled parking spaces and a pick-up and drop-off areas will be available adjacent to the indoor sports stadium, accessible from Croobyar Road. Traffic attendants will be on-site in this area to make sure traffic flows smoothly.
Spectator parking will be available in the adjacent paddock to the showground. The Milton Show Society will also be running a park and ride service from the Milton Pony Club grounds.
Spectators should be mindful of the changed conditions at the showground and follow all on-site signage instructions and directions given by show attendants or Council staff.
Upgrades to the internal road network at Milton Showground are jointly funded by the Australian Government and Shoalhaven City Council. Following the Milton Show, road works will continue to be undertaken by Shoalhaven City Council.
Construction work is anticipated to be completed by mid-2023, weather permitting.

That Council endorse the Draft Nowra Showground Master Plan to progress to public exhibition for a period of 28 days.
- If no significant adverse feedback is received as part of the exhibition, the Draft Nowra Showground Master Plan be finalised and deemed endorsed; or
- If significant adverse feedback is received a further report on the outcomes of the public exhibition of the Draft Nowra Showground Master Plan will be submitted to Council with any proposed changes.
As a result of the above resolution, Council publicly exhibited the draft Master Plan throughout June 2022. At the end of the exhibition period, Council received 8 submissions. The submissions were assessed by the Project Control Group, where some minor errors were adjusted in the Master Plan. None of the adjustments were deemed significant in order to trigger a report back to Council.
As a result, the Nowra Showground Master Plan was deemed to be endorsed.

That Council:
1. Proceed to Public Exhibition of the following Plans of Management, upon receipt of Department of Planning and Environment consent:
a. Kangaroo Valley Showground draft Plan of Management
b. Berry Showground draft Plan of Management
c. Milton Showground draft Plan of Management
2. Undertake Public Exhibition of the draft Plans of Management in accordance with the Crown Land Management Act 2016 and Local Government Act 1993 for a minimum period of 42 days, and
a. If no significant adverse feedback is received as part of the public exhibition, the draft Plans of Management be finalised and deemed adopted pursuant to section 38 of The Local Government Act 1993 and in accordance with 3.23(6) of the Crown Land Management Act 2016; or
b. If significant adverse feedback is received as part of the public exhibition of the draft Plans of Management, Council to receive a report of the outcomes of the public exhibition period prior to adoption.
3. Upon adoption of the draft Plans of Management, forward a copy of the adopted Plan of Management to the Department of Planning and Environment for record purposes.
4. Rescind the following Plans of Management upon adoption of the new Plans of Management in Item 2 of this resolution:
a. Kangaroo Valley Showground Plan of Management (D13/164176)
b. Berry Showground Plan of Management (D11/116100)
c. Milton Showground Plan of Management (D11/116086).

The intrinsic value of community land is also recognised, as is the important role this land plays in biodiversity conservation and ecosystem function.
The Online Survey and consultation seeks the views of residents regarding the:
- value of the site
- use of the Showground
- any current or ongoing challenges of the site
- future use envisaged for the site.
Note: This is not a ‘development’ or ‘master planning’ process. The PoM relates to the management of the land now and into the future.
The survey is open until 5pm, Thursday 3 June 2021.

Shoalhaven City Council is working on a new Plan of Management and Masterplan for Nowra Showground as a result of legislative reforms.
Community and user groups have the opportunity to provide feedback on how they value the Nowra Showground, any issues or challenges experienced or identified and what they would like to see as the future direction of the site.
Locale Consulting has been engaged by Council to undertake the consultation with the stakeholders and community, all information gathered will be used for the preparation of the Plan of Management and Masterplan. The consultation is set to discuss the Nowra Showground current uses, issues, challenges and future opportunities. This follows on from the Nowra Showground Ideas Day held in 2017.
Provide Feedback
Consultation to discuss the review of the Plan of Management and Masterplan for the Nowra Showground is being undertaken via drop in sessions and a survey.
Drop in sessions will be located by the Pavilion at the Showground on the following days:
- Wednesday 24 February 2021: 6pm - 8pm
- Thursday 25 February 2021: 7:30am - 9:00am or 1:30pm - 4:00pm
The Nowra Showground Master Plan and Plan of Management Survey will be available from 18 February to 15 March 2021.
