SHOWGROUNDS PLANS OF MANAGEMENT SURVEY

Plans of Management (PoMs) are being reviewed and prepared for Community Land where Shoalhaven City Council is the designated Crown Land Manager. These plans help guide how Community Land is used, maintained, protected, and ensuring it meets community needs into the future.

What is a Plan of Management?

A Plan of Management is a document that outlines:

  • How Community Land can be used (e.g. recreation, events, leases).
  • What developments are allowed on Community Land.
  • How Community Land will be cared for and improved.
  • Each PoM is based on the land’s purpose and ensures that any use or development is permissible and in line with community expectations.

What’s happening now?

Council is currently working on a package of PoMs for a range of Crown reserves across the Shoalhaven. Some have already been adopted, while others are in development.

    At Council's Ordinary Meeting on 27 June 2022 it was resolved:

    That Council:

    1. Proceed to Public Exhibition of the following Plans of Management, upon receipt of Department of Planning and Environment consent:

    a. Kangaroo Valley Showground draft Plan of Management

    b. Berry Showground draft Plan of Management

    c. Milton Showground draft Plan of Management

    2. Undertake Public Exhibition of the draft Plans of Management in accordance with the Crown Land Management Act 2016 and Local Government Act 1993 for a minimum period of 42 days, and

    a. If no significant adverse feedback is received as part of the public exhibition, the draft Plans of Management be finalised and deemed adopted pursuant to section 38 of The Local Government Act 1993 and in accordance with 3.23(6) of the Crown Land Management Act 2016; or

    b. If significant adverse feedback is received as part of the public exhibition of the draft Plans of Management, Council to receive a report of the outcomes of the public exhibition period prior to adoption.

    3. Upon adoption of the draft Plans of Management, forward a copy of the adopted Plan of Management to the Department of Planning and Environment for record purposes.

    4. Rescind the following Plans of Management upon adoption of the new Plans of Management in Item 2 of this resolution:

    a. Kangaroo Valley Showground Plan of Management (D13/164176)

    b. Berry Showground Plan of Management (D11/116100)

    c. Milton Showground Plan of Management (D11/116086).

    A report on the Crown Land Plans of Management - Outstanding Showgrounds, is expected to be considered at Council’s Ordinary Meeting on Monday, 27 June 2022.

    The Shoalhaven City Council is currently reviewing the Plan of Management (PoM) for the Milton Showground.

    The plan will provide direction as to the use and management of the Showgrounds land, which is council-managed Crown reserves classified as ‘community land’ in the Shoalhaven City Council.

    This PoM is required in accordance with Section 3.23 of the Crown Land Management Act 2016 and Section 36 of the Local Government Act 1993.

    Community land is valued for its important role in the social, intellectual, spiritual and physical enrichment of residents, workers, and visitors to the Shoalhaven.

    The intrinsic value of community land is also recognised, as is the important role this land plays in biodiversity conservation and ecosystem function.

    The Online Survey and consultation seeks the views of residents regarding the:

    • value of the site
    • use of the Showground
    • any current or ongoing challenges of the site
    • future use envisaged for the site.

    Note: This is not a ‘development’ or ‘master planning’ process. The PoM relates to the management of the land now and into the future.

    The survey is open until 5pm, Thursday 3 June 2021.

    Shoalhaven City Council is working on a new Plan of Management and Masterplan for Nowra Showground as a result of legislative reforms.

    Community and user groups have the opportunity to provide feedback on how they value the Nowra Showground, any issues or challenges experienced or identified and what they would like to see as the future direction of the site.

    Locale Consulting has been engaged by Council to undertake the consultation with the stakeholders and community, all information gathered will be used for the preparation of the Plan of Management and Masterplan. The consultation is set to discuss the Nowra Showground current uses, issues, challenges and future opportunities. This follows on from the Nowra Showground Ideas Day held in 2017.

    Provide Feedback

    Consultation to discuss the review of the Plan of Management and Masterplan for the Nowra Showground is being undertaken via drop in sessions and a survey.

    Drop in sessions will be located by the Pavilion at the Showground on the following days:

    • Wednesday 24 February 2021: 6pm - 8pm
    • Thursday 25 February 2021: 7:30am - 9:00am or 1:30pm - 4:00pm

    The Nowra Showground Master Plan and Plan of Management Survey will be available from 18 February to 15 March 2021.

    Council are currently in the process of revising three Plans of Management as a result of the legislation changes to the Crown Land Management Act 2016.

    The purpose of the consultation is to seek feedback from the community on how they value relevant crown land in Shoalhaven, any issues or challenges experienced or identified and what they would like to see as the future direction the land specified in the three categories of General Community Use, Parks and sportsground reserves in the Shoalhaven. There is a survey available for each type of reserve.

    Reserves that have been given a 'General Community Use' category includes land that may be made available for use for any purpose for which community land may be used, whether by the public at large or by specific sections of the public, for example, community gardens, child care centres, tennis courts.

    Reserves that have been given a 'Parks' category includes land that is or is proposed to be, improved by landscaping, gardens or the provision of non-sporting equipment and facilities. The use of these spaces and facilities must be mainly for passive or active recreational, social, educational and cultural pursuits that do not unduly intrude on the peaceful enjoyment of the land by others.

    Reserves that have been given a 'Sportsgrounds' category includes land that is provided for structured or unstructured active recreation. This includes training and competition, which may be undertaken either individually or as a team, as well as social active recreational pursuits. Sports facilities range from large regional facilities that support a range of activities to smaller sports facilities that have a more local appeal.
