Broughton Creek Flood Study

Council has received funding from the NSW Government Floodplain Management Program, to undertake an updated Flood Study for the Broughton Creek catchment area. Assistance under the program is $2 from the Government for every $1 provided by Council.

The Broughton Creek Flood Study includes Berry and its surrounding areas within the Broughton Creek catchment area.

A Flood Study (2008) and Floodplain Risk Management Study and Plan (2012) for Broughton Creek was previously completed by Council. However, significant recent infrastructure upgrades such as the as the Transport for NSW Berry Bypass project, including a diversion of Town Creek to Bundewallah Creek upstream of Berry, and land developments in the area has triggered the need to update the existing flood study to better reflect current catchment conditions and associated flood risk. The Broughton Creek floodplain between the railway line and confluence with the Shoalhaven River was investigated as part of the Lower Shoalhaven River Flood Study (2022) and will not be included in this study.

This project is being undertaken in accordance with the NSW Flood Prone Land Policy, the NSW Flood Risk Management Manual (2023) and in close collaboration with the NSW State Emergency Services (SES), the NSW Department of Climate Change, Energy, the Environment and Water (DCCEEW) , and other agencies and stakeholders as required.

Project Objectives

Council has engaged a consultant, Arcadis, to assist with the preparation of the updated Broughton Creek Flood Study. This study will improve Council’s understanding of flood behaviour and impacts on the community, and better inform management of flood risk in the study area across the full range of potential flood events from frequent to extreme. It will involve consideration of the local flood history, available collected flood data, and the development and calibration of hydrologic and hydraulic models utilising updated data and current best practice methodologies.
