Pepper Reserve Nature Adventure Park

Stronger Country Communities Fund (NSW Government) has approved a grant to Shoalhaven Heads, with the Lions Club as sponsor, to construct a nature adventure park at Pepper Reserve.

This park will provide children, of all ages, the opportunity to feel, see and touch natural materials that stimulate their minds, while they explore and play outdoors,

A steering committee is currently researching concept designs to incorporate all of the wonderful ideas provided so far by the community. The steering committee will liaise with Council on the size and location of the nature adventure park.

This nature based play area will complement

This nature based play area will complement Shoalhaven Heads' existing culture that enables children, of all ages, to be active. The project will be carried out by contractors under Council supervision and support from the local community.

Community driven consultation has been ongoing with this project, including planning and design workshops. Shoalhaven City Council wishes to conduct their own consultation, to determine the overall support or opposition to this project.     The community working group have engaged a nature play playground designer and builder to deliver the Nature Adventure Park, which will be overseen by staff from Shoalhaven City Council.

    Construction of the Nature Adventure Park is anticipated to commence in late February 2021, for approximately 2 months (weather permitting). The works will occur in the areas identified in the attached map.

  • Approval to Proceed

    Council has received plans for the Nature Adventure Park, and an environmental assessment has been completed for the proposal. This assessment concluded that the proposal can proceed without further assessment, subject to conditions.


    Conditions have also been placed on the materials used for the Nature Adventure Park, to ensure that it is not visually intrusive and complements the surrounding natural area.

  • Outcome of Council Meeting

    On 8 September 2020, Shoalhaven City Council's Strategy & Assets Committee agreed to support the delivery of the Nature Adventure Park in Pepper Reserve. Final approval will be dependent on a safe and aesthetic design, with a location chosen in the Reserve that least impacts surrounding residents and the existing vegetation. The appropriate environmental assessments will also be completed prior to final approval.

    Council conducted community consultation to determine the level of support for the park. As a result of the consultation, 244 people participated in the survey. The survey determined that 72% of participants supported the proposal and 28% opposed the proposal. Four (4) community members also provided a written submission to Council during the consultation period. A summary of the consultation results is available here.

    Based on the community feedback received, Council will investigate design measures to address some of the concerns raised in the submissions, particularly in relation to community safety and the location of the Nature Adventure Park within the Reserve.

    Please be advised that a report on this proposal is expected to be considered at Council’s Strategy and Assets Committee on 8 September 2020. The purpose of the report is to inform Council on the results of the recent community consultation undertaken by Council and to seek Council’s direction on the way forward for the proposed Nature Adventure Park at Pepper Reserve.

    The meeting is scheduled to start at 5:00pm and will be held in the Council Chambers at Council’s Administration Building. Due to social distancing requirements at this time, the Council Chambers are closed to the public.     Shoalhaven City Council are conducting community consultation to determine the level of support of the Nature Adventure Park. To participate in this consultation, please complete the survey, which is open until Sunday 16 August 2020.

    The community driven “Pepper Reserve Nature Park Group” will continue their work in the planning and design of this space.
