This project implements the actions identified in the Community Infrastructure Strategic Plan to further develop Francis Ryan Reserve. The building design will include accessible and ambulant public amenities as well as change rooms and storage for sports groups. This development will allow for increased accessibility and amenity for sporting clubs and the community.

The Community Infrastructure Strategic Plan identifies the future development of Francis Ryan Reserve to encourage the use of the site as a recreation park. The Shoalhaven Delivery Program Operational Plan (DPOP) 2020/2021 includes an action for the design of an amenities building at Francis Ryan Reserve in 2021/22.

At the June 2020 Strategy and Assets Committee meeting, Council resolved to proceed with the design of a new amenities building at Francis Ryan reserve, Sanctuary Point, and to consult with the community and sporting organisations to ensure the building meets current and future needs.

In June/July 2020, Council conducted a survey to gauge the current and future needs of the community. After reviewing the results of this consultation, Council then proceeded to the design of the amenities building. Feedback received from the community the lime green colour will change on the amenities building.

    The Concept design of The Bob Proudfoot Pavilion is currently on public exhibition until Wednesday 8 September 2021. The public exhibition provides the community an opportunity to comment on the concept design of the building located at Francis Ryan Reserve, Sanctuary Point. 

    Please view the Concept Designs prior to providing feedback. The Concept Design document includes views of the building from the sportsground and floorplans. These designs also include some aspects which will be detailed at a later stage, including a proposed new sports field layout, and an improvement to carparking and access, which will be completed along with the new Sanctuary Point District Library project.
