The plan sets out our commitments and priorities to ensure people of all ages and abilities have fair and equitable access to services, facilities, activities, employment and information in the Shoalhaven.

The document is reviewed every four years in consultation with the community. This process gives us an opportunity to reflect on the outcomes we have achieved and identify areas for improvement.

The DIAP 2026 - 2030 will update and build-upon the 43 actions in the current plan, which was adopted by Council in 2022. As of October 2025, 80 per cent of the actions have been integrated as business-as-usual improvements to Council practice, and 35 of the 43 actions have been completed across the four focus areas:

  • Create positive attitudes and behaviours within the community

  • Create accessible and liveable communities

  • Improving access to our systems and processes

  • Supporting access to meaningful employment

  • Shoalhaven City Council is developing its next Disability Inclusion Action Plan (DIAP) for 2026–2030. We want to better understand the experiences of people with disability, their families, and carers across our region — what helps you to participate in community life, and what barriers still exist.

    Your feedback will guide practical actions to make the Shoalhaven a more accessible, inclusive, and equitable place for everyone. All responses will remain confidential and used only to inform the development of the new DIAP.

  • Shoalhaven Council is making a new plan. This plan is to help people with disability. It is called the Disability Inclusion Action Plan. It will be for the years 2026 to 2030.


    • We want to know what life is like for people with disability 
    • We want to know what is good and what needs to change
    • We also want to hear from families, carers, and support workers
