The draft Active Transport Strategy, including the updated Pedestrian Access Mobility Plan (PAMP) and Bike Plan, aims to help prioritise the delivery of new paths, pedestrian crossings and cycleway infrastructure across the city.

  • The document includes the ranking of more than 900 proposed projects.
  • The projects were ranked based on new selection criteria that was refined after a period of community consultation in 2023.
  • The document also presents contemporary strategies that conform to current standards, guidelines and industry best practice, in accordance with the recently adopted NSW Active Transport Strategy.

While the city’s maps and ranking spreadsheets have been kept current, the new Active Transport Strategy also updates and brings together the Pedestrian Access Mobility Plan (PAMP) and Bike Plan that were last updated more than 10 years ago.

The launch of the PAMP Interactive Mapping Tool in June 2021 has helped Council work with the community to refine the network of existing and proposed infrastructure.

Council resolved on 15 August 2024 to place the new draft strategy on public exhibition and seek community feedback before finalising the Strategy by December 2024.

    The draft Shoalhaven Active Transport Strategy (including update of the PAMP-Bike Plan) was on exhibition from 26 August to 29 September 2024. We received a total of 97 survey responses and five (5) emailed submissions (102 responses in total).

    In response we prepared an Exhibition Outcomes Report, which was made public on 22 November 2024 (detailing the feedback we received and how we were proposing to address the feedback). From November 2024 – January 2025 we were busy making the final amendments to the strategy to address the feedback we received.

    The documents are now considered final according to the Council’s 15 August 2024 resolution. All of the final documents (January 2025) are now provided in the Document Library on the right-hand side of this page.

    Over the next few weeks, we will be making changes to the new “Active Transport Page” webpage where the new strategy documents and other relevant information will be found.

    Going forward, the new Active Transport Strategy webpage will ultimately replace the current “PAMP” page, including the link to the Interactive Mapping Tool. In line with the adopted strategy, staff will continue to evolve the maps and ranking spreadsheets as live operational documents and are planning a refresh of the Active Transport Strategy documents in January 2026. We will post a further (and final) update on this page once the new “Active Transport Page” is live.

    The new Active Transport Strategy (including update of the PAMP-Bike Plan) was on exhibition from 26 August to 29 September 2024 and we received a total of 97 survey responses and 5 emailed submissions (102 responses in total).

    We’ve since prepared an Exhibition Outcomes Report which details the feedback we received and how we are addressing the feedback. The report can be found in the document library on this page.

    By the end of December 2024, we’ll be making final amendments to the strategy to address the feedback we received, and the documents will then be considered final according to the Council’s 15 August 2024 resolution.

    The final documents will thereafter be provided as an update on this page.

    Council would like to thank the community for its feedback on the proposed new Active Transport Strategy (including updates to the Pedestrian Activity Mobility (PAMP) and Bike Plan).

    The draft document was on public exhibition from Monday 26 August until Sunday 29th September 2024 and is now complete.

    During the exhibition period;

    - 92 people completed the survey on the Council’s Get Involved webpage.

    - 88 per cent of the survey respondents currently live in the Shoalhaven.

    - 47 per cent of participants agreed with retaining the draft document in its current form.

    - 39 per cent of survey respondents supported the draft strategy with changes.

    Each of the survey responses, and other submissions received during the exhibition period, will now be summarised in a consultation report (which will include changes requested and being considered).

    The Active Transport Strategy will then be finalised by December 2024.
