Council Adopts St Georges Basin FRMSP

Shoalhaven City Council has adopted the St Georges Basin Floodplain Risk Management Study & Plan (FRMSP), marking a significant milestone in improving community resilience and reducing future flood risk across the catchment.
The plan will help guide future flood risk management decisions and support ongoing efforts to build safer, more resilient communities across the Shoalhaven.
The plan identifies a range of flood risk management measures designed to help protect residents, property and critical infrastructure from future flooding events. The St Georges Basin FRMSP recommends 16 measures, with the adoption of the plans positioning Council to seek NSW Government funding to implement future flood mitigation projects and initiatives identified.
The studies and their recommendations were adopted at Council’s Ordinary Meeting on 25 August 2026.
Council undertook three rounds of community consultation throughout the development of these studies, beginning in 2022 when Stantec prepared flood studies for both catchments, with consultation concluding with the public exhibition of the draft FRMSPs between 1 February and 15 March this year.
The St Georges Basin FRMSP identifies a range of high-priority flood risk management measures, including:
- Planning and development controls
- Resilience master plan
- Data handover to State Emergency Service (SES)
- Update of emergency response documentation
- Flood warning signs
- Review of forecast levels in the Bureau of Meteorology (BoM) warning service
The St Georges Basin FRMSP was prepared in accordance with the NSW Flood Risk Management Manual (2023).
Council contributed one-third of the cost of both FRMSPs. The remaining two-thirds was funded by the NSW Floodplain Management Program, administered by the NSW Department of Climate Change, Energy, the Environment and Water.
