The Far North Collector Road will link Illaroo Road (near the western end of West Cambewarra Road, Bangalee) to Moss Vale Road (at Bells Lane) in Cambewarra. The project commenced with preliminary stages investigating initial land acquisitions, project development, survey and design.

Background

The Far North Collector Road Network project is an integral component of the strategic overarching “Preferred Road Network” adopted with the Nowra Bomaderry Structure Plan. This plan provides a planning framework for the growth of Nowra-Bomaderry.

The plan’s concept was developed in the 1990’s and early 2000’s. It’s was adopted by Shoalhaven City Council on 24 October 2006 and ultimately endorsed by the NSW Government on the 25 February 2008.

The Nowra Bomaderry Structure Plan strategy identified a suite of new roads and road upgrades required to accommodate the growth envisaged under the plan to a reasonable level of service. These and other roads are outlined in the Nowra Key Roads Document Strategic Overview (PDF 2.1MB).

Project Objectives

As an integral component of the adopted Nowra Bomaderry Structure Plan, the Far North Collector Road Network project will:

  • Assist to reduce traffic volumes on Illaroo Road (currently the only access into/out of North Nowra) and alleviate traffic congestion near the Shoalhaven River Bridge crossing
  • Allow new growth from the Moss Vale Road (South) Urban Release Area to access North Nowra directly (mitigating the impacts of the Moss Vale Road Urban Release Area’s on the State Road network) i.e. without the Far North Collector Road Network the full impacts of the Moss Vale Road Urban Release Area’s would be absorbed by the State Road network (Moss Vale Road and the Princes Highway)
  • Alleviate local access problems during construction of the Moss Vale Road (South) Urban Release Area.

Given the issues Council has faced to date preventing the construction of the North Nowra-Bomaderry Link Road (NNLR), the Far North Collector Road Network provides an important first stage solution for North Nowra traffic whilst the other key links are still being explored.

The Far North Collector Road Network offers Council and the community a first step solution to the traffic congestion on Illaroo Road ahead of the North Nowra-Bomaderry link road (albeit with marginal relief compared to what was proposed to be achieved with the link road). Also importantly, the Far North Collector Road Network will facilitate urban release development approvals in the Moss Vale Road development precinct.

Expected Benefits

In addition to addressing the above project objectives, the Far North Collector Road Network is expected to:

  • Improved local road capacity
  • Minimise vehicle kilometres travelled and vehicle minutes travelled on the broader road network, providing travel time and vehicle operating cost savings and reduced emissions pollution (minimising environmental impacts)
  • Benefit emergency response times with improved traffic conditions and second access to North Nowra
  • Provide social benefits via improved traffic conditions and second access to North Nowra
  • Reduce crashes along Illaroo Road by reducing traffic volumes (a proportion of traffic, approximately 15-20%, will shift from Illaroo Road to the Far North Collector Road Network)
  • Reduce traffic noise and improve amenity along Illaroo Road by reducing traffic volumes
  • Facilitate access to the Moss Vale Road South Urban Release Area resolving local land/housing pressure and creating jobs
  • Alleviate local access problems associated with construction of the Moss Vale Road South Urban Release Area (minimising the impact of the sub-division development on existing residents by the construction of an upgraded access via Taylors Lane) in turn improving conditions on the State Road network (Moss Vale Road and the Princes Highway)
  • Increase employment opportunities - as over the life of the Far North Collector Road Network project as it is estimated that the design/construction of the Network is likely to generate an estimated 50 jobs.

The Far North Collector Road Network is expected to be complete by mid-2023, however, Council is endeavouring to complete the works earlier if possible.

    Council considered the outcomes of the recent public exhibition of the Planning Options for Taylors Lane, Cambewarra (soon to be renamed Badagarang), at the Ordinary Council Meeting on 5 December 2022.

    Council resolved (MIN22.933) to defer the matter and receive a briefing from staff to consider options suggested in a public deputation.

    Council is exhibiting the Review of Planning Options for Taylors Lane, Cambewarra (‘Badagarang’), until Friday, 4 November 2022.

    The review considers options for the future of Taylors Lane as part of the realisation of the Moss Vale Road South Urban Release Area (URA) within which it is located, specifically:

    • how the existing trees that are considered a feature of the current local landscape can feasibly be retained and successfully integrated into future urban development the existing zones allow
    • how the required upgrade of Taylors Lane can still be delivered
    • potential changes to planning controls on the adjoining land that may support the long-term retention of the trees.

    The review also considers the ongoing appropriateness and potential changes to the existing urban zones at the eastern end of Taylors Lane.

    Council initiated the review in June 2020 (MIN20.419) when it resolved to ‘defer’ a decision on the upgrade of the eastern section of Taylors Lane as part of the Far North Collector Road project. Earlier in 2020 Council had exhibited several options for the road upgrade, all of which would impact on the existing trees to varying extents and received objections from the community.

    Key documents in the review that has now been undertaken include the initial Options Report (Studio GL) that was considered by Council in September 2021, and a Strategic Options Assessment Report (Stantec) that provides a fuller assessment of the indicative costs, technical feasibility and environment/cultural heritage impacts of the options.

    Council is now seeking community feedback on the options before deciding the next steps/actions in this regard.

    Tell us your suggested name for Far North Collector Road and the reason behind your submission.

    The Far North Collector Road network includes the 1.8 km road that connects Illaroo Road in North Nowra to Moss Vale Road in Cambewarra. This major road is part of an exciting infrastructure project that connects communities and provides a long over-due second access to North Nowra. With the project due for completion in late 2023, Council needs the Shoalhaven community’s help to contribute a meaningful name for this major road.

    What you need to do

    When choosing a name, please consider a relationship to the local area e.g. flora and fauna, Aboriginal, and historical significance is desired, but not obligatory.

    Please also, read Council's Road and Place Names Guidelines if you want your suggestion to count.

    The new names will be announced by the end of the year. The winner gets bragging rights and will be involved in a special commemoration.

    Please send your entry through by completing the Online Submission Form by 5pm Sunday, 16 October 2022.

    The naming process

    A shortlist of five entries will be created with the winning name determined by the Mayor and the Councillors.

    The final submission will be sent to the Geographical Names Board - the final determining body for the naming of roads.

    Keep an eye on our future roads. All submissions have the potential to be added to Council’s ‘New Road Name Bank’. The bank is a list of names planners refer to when choosing new roads in the Shoalhaven. Who knows, maybe one day you’ll see your suggestion on a street sign!

    At Shoalhaven City Council’s Ordinary Meeting on 21 February 2022, Council resolved to accept the tender from Cleary Bros (Bombo) Pty Ltd to construct stages 2 and 3 of the Far North Collector Road project.

    Stage 1 was completed in March 2021 and delivered a new roundabout at the intersection of Illaroo Road and West Cambewarra Road.

    Stage 2 is the intersection between the new Far North Collector Road and Moss Vale Road.

    Stage 3 is the 1.7km link that connects Illaroo Road and Moss Vale Road with a connection to Taylors Lane.

    Stage 4 is the upgrade of Taylors Lane (preferred alignment still under review).

    Planning and preparatory works will commence straight away, with the main construction works, for Stage 2 and 3, planned to commence from late-March.

    Residents can expect increased truck movements in the area, as machines, equipment and supplies are brought to site. Further details regarding the site operations will be provided to nearby local residents over the coming weeks.

    The project remains on schedule to be completed by the second half of 2023.

    At Shoalhaven City Council's November Ordinary meeting, it was resolved to not accept any of the tenders received for the Far North Collector Road project and proceed to re-tender the contract for the construction of the important link road.

    Council accepted the recommendation to decline the tenders as the submissions did not meet all of the requirements of Council’s funding agreement with the Australian Government.

    Council had previously extended the tender period by a month due to COVID impacts that included strict movement restrictions which prevented most contractors from being able to visit the site.

    The roadworks will be retendered in November to accept tenders before the end of the year with a recommendation to be presented to the new Council for consideration in February 2022.

    The project is still forecast to be completed in the second half of 2023, with Council continuing to make progress on site via preparatory earthworks being undertaken by Menai Civil Contractors. Construction of the wastewater infrastructure works will also continue so that the infrastructure is ready to connect the first stages of the Moss Vale Road Urban Release areas.

    Based on the interest received during the recent tender process, Council remains confident that the project will be delivered on time and on budget.

    An open tender for the contract to undertake works on the connection of Far North Collector to Taylor’s Lane closed on 21 September 2021. Council staff are currently assessing the tenders received with a recommendation planned to be put to Council in November.

    The tender period for the contract was extended by approximately one month to accommodate some COVID-19 related impacts associated with the restrictions affecting contractors from the Greater Sydney region visiting the site.

    The project is expected to be completed in the second half of 2023. The forecast completion date will be clarified once a contractor has been appointed.

    Council considered the Review of Planning Controls and Options for Taylors Lane, Cambewarra at the Development and Environment Committee Meeting on 7 September 2021.

    Council resolved (MIN21.619) to:

    1. Receive the review of options for Taylors Lane, as detailed in the report prepared by Studio GL at Attachment 1 for information.
    2. Request that Council staff undertake further investigations into the indicative costs (construction, land acquisition, habitat loss, cultural heritage loss and environmental heritage loss) associated with each option, including identification of a preferred option/s, and receive a Councillor briefing from staff at the appropriate point on this work.
    3. Place the consultant’s report and additional information (point 2 above) on public exhibition for at least 30 days, invite comment on it from local stakeholders and the broader community.
    4. Receive a further future report to consider the outcomes of the public exhibition and decide how to proceed with the review of planning controls associated with Taylors Lane, Cambewarra.
    5. Notify local stakeholders (landowners and developers around Taylors Lane), participants in the stakeholder workshops, development industry representatives and the Cambewarra Residents and Ratepayers Association and Pride of Bomaderry of this decision and of the exhibition arrangements when they are known.

    Council will now undertake further work on the options as outlined in point 2 of the resolution, before exhibiting the review for broader community comment. Further advice of the public exhibition arrangements, and how to submit comments on the review, will be issued in due course.

    Council anticipates that a report on the Proposed Exhibition - Review of Planning Controls and Options for Taylors Lane, Cambewarra, will be considered by Council’s Development and Environment Committee at its Tuesday, 7 September 2021 meeting.

    The Review of Planning Controls and Options for Taylors Lane report presents the outcomes of a review undertaken for Council by consultants Studio GL Pty Ltd The report is published in the 'Document Library' on this web page. The review considers options to retain the trees which are a feature of the current Taylors Lane, following Council’s decision in June 2020 to ‘defer’ a decision on its proposed upgrade as part of the Far North Collector Road project.

    The review also considers the existing zoning and potential planning controls for the adjoining land, including the area within the Moss Vale Road South Urban Release Area (URA) and existing undeveloped zones outside the URA at the eastern end of Taylors Lane.

    Work has commenced to clear fencing; treatment of soft soils and brining embankment fill to the site.

    Council has been given approval for an Aboriginal Heritage Impact Permit for the project. Department of Primary Industries have also granted Council approval for undertaking work near Bomaderry Creek.

    An open tender request has been published for the connection of Far North Collector to Taylor’s Lane.

    With Stage 1 of the Far North Collector Road complete, the detailed civil design has progressed and a scope for early works for the next stage of the project is being finalised.

    This detailed design is expected to be completed in June 2021 with early works expected to commence in the same month.

    The Federal Government confirmed 100 percent funding for the project in the Federal Budget 2021/22.

    The project is currently expected to be completed in 2023/24.
