Shared User Path - Culburra Beach

Shoalhaven City Council has commenced the planning process for the proposed ‘Southern’ Culburra Shared User Path (SUP) network in Culburra Beach.

The proposed pathway is listed in Council’s Delivery Program Operation Plan & Budget (DPOP) and Council plans to construct the pathway within 2026-2030 or as funds become available. Council aims to commence applying for grant funding in 2022, and if successful, this may fast-track the construction.

This pathway is an important part of Council’s strategic plan to improve connectivity for pedestrians and cyclists across Shoalhaven towns and villages.

Community Engagement

During the concept design stage, Council will seek feedback from the community on the preferred design options and proposed staging to help guide the delivery of the design of the pathway.

Council may undertake further consultation to inform the final design, as well as specific components of the project in the future.

Opportunities to provide input on this project will be announced in the 'News Feed' below.

    Feedback received will be reviewed and incorporated into the detailed design.

    Pathway Stages and Options

    Please view the concept plans prior to giving feedback. 

    The proposed Shared User Path has been broken into three stages which is likely to be reflective of funding limitations and priorities of the community.

    To maximise grant funding opportunities, Council has broken the concept design into the following three stages:

    Stage 1

    Ocean Street, Allerton Avenue and Haven Street Loop (view Sheet 4 of the concept plan) and Duke Street and Farrant Avenue (Sheet 6). These concentrate on locations where peak summer activity is prevalent.

    There are two options for the pathway to loop around Ocean St, Allerton Ave and Haven St:

    • Option 1 – Northern loop of Ocean St, Allerton Ave & Haven St, plus Duke St & Farrant Ave 
    • Option 2 – Southern loop of Ocean St, Allerton Ave & Haven St, plus Duke St & Farrant Ave

    Stage 2

    Culburra Shops (Prince Edward Avenue) to Ocean Street (CH00-CH1305; Sheets 1 to 4).

     The shared path is to extend west from the Culburra shops and links up to the Stage 1 path at Ocean Street.

    Stage 3

    Ocean Street (Penguins Head Road) to Penguins Head Road Cul-de-sac (CH1305-CH2519.2; Sheets 4,5 & 7)
