The Community Infrastructure Needs Analysis 2026 (Needs Analysis) is the foundation for the recommendations in the draft Community Infrastructure Strategic Plan 2056 (CISP 2056). It draws on a wide range of data and helps identify the types of community facilities needed now and into the future.
The Needs Analysis uses a catchment‑based approach to plan community infrastructure. Catchments are grouped at three levels — regional, planning area, and district. In total, there are three regions, five planning areas, and twenty‑two districts.
The document is organised into three regional summaries (north, central, and south), followed by detailed district chapters. Districts are listed alphabetically within their regions and planning areas.
Each section can be read on its own, but it’s helpful to start with the relevant regional summary to get a sense of the broader strategic context before diving into the district‑specific chapters.
The Needs Analysis is a technical background document that supports the draft CISP 2056. While Council is seeking feedback on the draft CISP 2056 and the CISP Action Plan, feedback is not being collected on the Needs Analysis itself.
