Shoalhaven Character Assessments

Identifying and understanding the character of our towns, villages, and neighbourhoods helps us understand how each of these places looks and feels, how the community uses it, and how the buildings, landscape, environment, and activity interact. A good understanding of these elements is essential to inform Council’s future planning for a place, helping to maintain or improve its character.

The NSW Department of Planning and Environment engaged Roberts Day (an urban design company) to prepare a draft Shoalhaven Character Assessment Report (pdf 35.6MB). This report identifies the existing and potential future desired character of our towns, villages, and neighbourhoods.


Background

Council publicly exhibited the draft Report between November 2018 and January 2019. The response to the exhibition was positive and the submissions received have been passed to the NSW Department of Planning and Environment and Roberts Day for consideration in the finalisation of the Report.

Once a final report has been published it will be a document that Council considers in the development of the Local Strategic Planning Statement and update of the Growth Management Strategy. The Local Strategic Planning Statement will identify the broader land-use planning priorities for the Shoalhaven and the actions required to achieve them. It will direct future changes to Council’s planning and development controls and other planning tools, such as the Contributions Plan, to ensure facilities and services are provided to meet the community’s needs. The updated Growth Management Strategy will investigate options for future growth and urban development while considering the Shoalhaven’s natural and built environment values.

The Character Assessment Report will provide information on the values of the built environment. Council may also use the findings and recommendations to create planning and development controls that aim to preserve and enhance the character of each of our towns, villages and neighbourhoods.
