What is a Master Plan?
A Master Plan is a strategic planning document that establishes a long-term vision for a site. It identifies opportunities for future improvements and provides guidance for future investment, but it does not constitute detailed design or commit to immediate construction.

Whose project is this?
This is a community-led project being progressed by the Ulladulla Milton Lions Club and project partners.
Shoalhaven City Council is supporting the project by providing design and community engagement services to prepare the Master Plan and seek community feedback.
The project originated through a Community-Led Project application submitted by the Lions Club in 2025.
Who owns and manages Burrill Lake Lions Park?
Burrill Lake Lions Park is a public community park managed by Shoalhaven City Council. The Draft Master Plan is being developed through a community-led project initiated by the Ulladulla Milton Lions Club and project partners, with support from Council.
What is a community-led project?
A community-led project is a project on Council-owned or Council-managed land that is initiated and driven by a community group, rather than being planned and delivered entirely by Council.
These projects can range from relatively simple improvements, such as park benches or shelters, through to more complex infrastructure like sporting clubhouses or community buildings.
Is the Draft Master Plan already decided?
No.
The Draft Master Plan is being exhibited to seek community feedback before it is finalised. Community feedback will help identify priorities, areas of support and any concerns that may need to be addressed.
The Master Plan may be amended following consultation before being considered by Council.

How will my feedback be considered?
All feedback received during the exhibition period will be reviewed by Council and considered alongside technical advice, strategic planning priorities and funding considerations.
Feedback will help identify community priorities, areas of support, and any concerns that should be addressed before the Master Plan is finalised.
A summary of consultation outcomes will be prepared following the exhibition period.
Why is Council asking for feedback about the location of a future skatepark?
Council has identified a need for an additional skatepark in the Southern Shoalhaven to improve access to youth recreation opportunities and meet future community demand.
There are currently two potential locations being considered for a new skatepark. The draft Community Infrastructure Strategic Plan (CISP) recommends a future skatepark be delivered at Mollymook Beach Destination Park, while the Burrill Lake Lions Park Community-Led Project proposes a skatepark at Lions Park, Burrill Lake.
As both proposals seek to address a similar recreational need, Council is seeking community feedback to better understand local preferences and priorities. The intent is to clearly understand whether the community supports a future skatepark at Burrill Lake Lions Park or Mollymook Beach Destination Park.
This feedback will help inform future planning and investment decisions.
A regional skatepark is available at Ulladulla Sports Park.
Why is there a separate skatepark survey?
The proposed location of future skatepark investment is a key issue that extends beyond Burrill Lake Lions Park and may affect residents across the wider Milton Ulladulla area.
A separate survey allows Council to gather more targeted feedback about skatepark needs and location preferences from skaters across the district.

Proposed Improvements
Does the Draft Master Plan mean a skatepark will definitely be built at Burrill Lake Lions Park?
No. The inclusion of a skatepark within the Draft Master Plan identifies it as a potential future improvement.
Community feedback, strategic planning priorities, funding availability and future Council decisions will help determine whether a skatepark proceeds and where future investment is directed.
How will accessibility be improved?
Improving accessibility is a key objective of the Draft Master Plan. Proposed improvements include upgraded pathways, improved connections between park facilities, and consideration of access for people of all ages and abilities.
Specific accessibility measures will be further developed as individual projects progress through detailed design and planning stages.

When will the Master Plan be delivered?
